The mining process is destructive of the immediate environment, and it cannot be consid-ered to be ecologically sustainable. It is debateable whether open-cut mining sites can ever be environmentally ‘rehabilitated’. It would be contentious to suggest that the contribution of Hunter Valley coal mining to state revenue outweighs the industry’s environmental impact, yet that interpretation ap-pears to be endorsed by state policy. The New South Wales government determined in February 2013 that approval for corporate mining projects would be based on ‘the principal consideration of its economic benefit’.16 The Minerals Council of New South Wales has emphasised that mining uses only a relatively small area of land within the state.
